Building Regulations and Disabled Egress
At present the building regulations only cover disabled access into and around a building. They do not adequately cover disabled egress. There is nothing in the regulations (Part M or Part B) to ensure, where practicable, that ramps are installed on ground floor level to allow equality when exiting a building. This is an oversight and needs to be addressed. It flies in the face of the Equality Act 2010 and discriminates against those who cannot manage steps. New buildings are being erected up and down the country with steps on their ground floor exits where there is plenty of level space to build a ramp. When challenged about this the planners, architects, building control, local authorities, fire departments and owners all say that it conforms to the current regulations. Clearly this situation is unacceptable and needs consideration in the up and coming review of building regulations.
